They were seated facing north, with the chalkboard running the length of the east wall. A coal-burning stove in back kept the room warm in winter and there were outhouses out back. There also was a woodshed where "older students learned about the birds and the bees," according to one account. Kids walked to school, or rode horses that they kept in a barn across the street. After the school closed, it was used periodically by various churches and baseball clubs and sometimes sat empty.

Since 1992, No. 6 has been home to Calvary Bible Church of the Quad-Cities, which replastered, lowered the ceilings and installed stained glass windows, carpet, air-conditioning and restrooms. All this meets with the approval of former student Lester Doering, an organizer of the school's annual reunion, which will be Aug. 23-24. "It was a happy day for me to know that Calvary Bible Church would be using the building for education of God's word, and that past memories of mine and others would still be a part of that building," he says.

Cation PENTAX CITY OF BUFFALO REGULAR MEETING AUGUST 04, 1997 The City Council of Buffalo, IA, met in regular session on Monday, August 04, 1997, at 7:00 p.m., at City Hall with Mayor Phil Hoover presiding. Present were Council members Paula Anderson, Tom Harland, Dave Klnslnger, Kent Roe and Betty Walters. Motion made by Roe and Anderson to approve the previous minutes of July 07. Alt ayea. Motion carried.

Motion by Roe and Waltera to approve the Hated bills. All ayes. Carried. The Community Center report waa given by Walters. Anderson and Ralph Jewett.

They need volunteers It anyone wishes to serve on the Commission or just help out. The Treasurers report wes given. Receipts for July were $57,319.69 and disbursements were $52,781.94. Motion by Klnslnger and Roe to approve It. All ayes.

Carried. The Public Worka report was given by Ralph Jewett. The electric trucks have both been inspected, the men had an I.A.M.U. training on drugs, the broken water Una under the highway has been repaired, he reported on the storm damage, nine stones were laid out at the cemetery, a new aewer line was tapped, a report on the number of building permits issued and reported on the street repair crew. Motion made by Roe and Harland to approve Resolution 11-97, as per the original agreement.

All members voted yes on roll call. Motion carried. Motion made by Roe and Anderson to table item on meter books being read for further information. All voted yes. Carried.

The penalty clause for the water project contract waa discussed at length with City Engineer representative Steve Honse. After some time, motion waa made by Klnslnger and Waltera to accept Steve'a proposal and actions on the water tower at this point with the addition of the tile and eos. MISSISSIPPI STREET: Ripperger reported that several area on S. Mississippi Street need Immediate attention. Discussion was held. Verschoore made a motion, aeconded by L. Guy.

QUOTE ON INSURANCE RENEWAL: Chip Sunderbruch gave the Council Information on the current and past Insurance coverage. Mr. Sunderbruch gave the Council a quote for the insurance renewal, which Is due In September. Mr. Ken Bilbery, representing ICAP, addressed the Council.

The Council thanked both Mr. Sunderbruch and Mr. Bilbery for their presentations. BUILDING COMMISSIONER'S REPORT: John Miller, Building Commissioner, reported the following: WILSON CONCRETE: Miller updated the Council on the meeting he had with Wilson Concrete. We are waiting for them to get back to us with proposed sketch plan.

DISCUSSION OF ENGINEERING FEES AS REQUESTED: Discussion was held on engineering. REPORT ON MEETING WITH GLESS BROTHERS: Miller reported on the meeting he attended with Gless Brothers. Miller told the Council that Bob Black, of Quad City Water Treatment, will be here at the next Council meeting to talk about the pretreatment agreement, which haa to be in to the state of Iowa by September 1, 1997. PROCHASKA PROPERTY: Miller told the Council that Tim Guy la interested In subdividing the Prochaska property and wanted to know what the requirements were. Miller gave a written response to Mr.

Guy aa follows: Sanitary Sewer. 1. Subdivider shall extend the sanitary sewer from the intersection of Telegraph Rd. and Moselle St. 2.

BRUS PROPERTY: Miller reported to the Council that Mrs. Brus' property Is just east of the Gardnera' property and he wants to talk to her about getting a 22 toot casement along her property, but he hasn't had a chance to talk to her yet. REVIEW OF PLANNING ft ZONING MINUTES OF 7-14-97: Miller told the Council that they have a copy of the ft meeting minutes from 7-1 4-97 In front of them snd asked If they tied any questions about what happened at the meeting.

The Council had no questiona. RODGERS' P.U.D.: Mr. Rodgers had a question about how the Council had worded their last motion concerning hia P.U.D., and understood that the Council has received a copy of a letter from the City Attorney concerning this. The Council addressed every Issue in the letter from the City Attorney. Diacussion was held.

Each Item was discussed individually. The first item Is connecting to the existing manhole. Verschoore made a motion, aeconded by L. Guy, that the developer shall connect to the existing manhole on Normandy and extend this to the eaat to his subdivision line, et hia expense, epproximately 23 to 25 feet. A roll call vote waa called.

Verechoore-aye, L. Guy-eye. Brown-nay, Brus-aye and D. Guy-aye. Motion carried.

The next Item Is the lift station. The Council agreed that the lift station and pump design will be approved by the City Engineer and City Council at a later time. The next Item la the water maine. D. Guy made a motion, seconded by Verschoore, that all water mains will be 8" ductile iron pipe.

A roll call vote was cslled. D. Guy-aye, VerBchoore-aye, L. Guy-aye. Brown-aye and Brua-aye.

Motion carried. The next Item la the open space. D. Guy msde a motion, aeconded by Verschoore, In lieu of open spsce requirements, either donate the lend adjacent to the park or an easement agreement. A roll call vote was called.

D. Guy-aye, verschoore-aye, Brus-aye, L. Guy-aye and Brown-aye. Motion carried. UPDATE ON SAWVELLS: Miller told the Council that he aent a letter to Sawvell's Insurance company granting permission from the City to releese money to the Sawvelle.

SIMMONS HOUSE MOVING UPDATE: Miller told the Council that the house was moved In today. JOHN MILLER'S EMPLOYMENT CONTRACT: Miller told the Council to look at his contract. His contract is up for renewal In November. UNFINISHED BUSINESS: WATER METER DEPOSITS: Miller explained that he did not have the amendment ready, but that we have talked about this at previous meetings and It was the consensus of the Council not to chsrge someone who moves within the City a meter deposit twice. Stock explained that we currently have thia situation and wanted to know what the Council wanted her to do.

Guy made a motion, aeconded by D. Guy, to ellow the office personnel not to collect meter deposit twice from a resident who Is moving within ths City limits, until the amendment is passed. All ayea, motion carried. The Council added that thia is not to be retroactive. PROPOSED DRAFT AMENDMENTS: Miller will have most of the draft amendmenta ready for their first reading at the next meeting.

APPOINTMENT OF PLANNING ft ZONING BOARD MEMBER: Mayor Barnes said that Chat Wildemuth haa volunteered to eerve another term on the Planning ft Zoning Board. D. Guy mode a motion, seconded by Brown to appoint Chet Wildemuth to enother term to the Planning ft Zoning Board. All ayes, motion carried. NEW BUSINESS: RESOLUTION 97-26 REF: APPOINTING 457 PLAN ADMINISTRATOR: Mayor Barnes resd Resolution 97-26 which appoints Trlssel Graham Toole ft Sellers, L.C.

COUNCIL INPUT: Brua asked If the crossing guard position Is covered for this school yesr. The Clerk asked about a letter to be written to Bi-State, concerning grant appllcationa. All ayes. Carried. Motion made by Klnslnger and Roe to approve Resolution 13-97. This pertains to tax credit reimburaement from the state. All voted yes on roll call.

Motion carried. The police report was given by Gage Adams, Police Chief. He told the council he has applied for the COPS program grant. The grant will pay 75 and the City will pay 25 of the coat of the program. Thia is tor a three year period, at which time the City usually picks up the remaining expense snd keep the officer.

Motion by Roe and Harland to approve -Reaolutlon 14-97. Motion by roll call vote waa all yea. Motion carried. There was no park board report aa there was not a quorum for a meeting on Sunday night. Committee reporta have already been discussed.

Mayor Hoover gave his report. He said he haa a check tor $3,000 from CADDS for repair of Utah Avenue to Hiway 22 when we do the street work. Discussion followed aa to sharing responsibility for Utah with Davenport end not having an agreement with Davenport to date. Mayor will get the Asst. Public Works Director to attend a meeting with the Council In Buffalo.

Public Input waa asked for. City Clerk said Lafarge would like approval to have a ballgame and beer In the park. Council aaid the park board has to spprove this before their approval. After the park board approves It, the council haa no problem with It.
