LeRoy Hamilton Obituaries Area deaths LeRoy Hamilton Gene Snapp, 63 Gene H. Snapp, 63, of 6401 Utica Ridge Road, Davenport, died Sunday at his home. Services will be 11 a.m. Wednesday at Fredericks Funeral Home, Mr. Snapp Davenport.

Burial will be in Oakdale Cemetery. Visitation is 3 to 5 and 7 to Davenport Vernon Arp Davenport Vernon Arp Services for Vernon 0. Arp, 62, of 901 Tremont Davenport, formerly of Dixon, will be 2:30 p.m. Tuesday at Runge Mortuary, Davenport. Burial will be in Davenport Memorial Park.

Survivors include his wife; a daughter, Kelly, and a son, Kurt, both at home; his father, Elmer Gehn, East Moline; his mother, Alma Gehn, Geneseo; a sister, Nancy Voigt, Cerritos, and a brother, Lyle, East Moline. Mr. Shearer died Saturday at Perry Memorial Hospital, Princeton. He farmed in the Marshall County and Tampico area and raised purebred Duroc hogs and Belgium Horses, retiring in 1956. He married Helen Kane in 1910 in Tiskilwa. She died in 1958.

He married Helen G. Smith in 1963 in San Jose. Survivors include his wife; daughters, Mrs. Eugene (Lucille) Dodd, Rock Falls; Mrs. Howard (Marjorie) Anderson, Mineral; Mrs.

Forrest Blust KEWANEE, Ill. Services for Forrest L. Blust, 84, formerly of Kewanee, will be 11 a.m. Tuesday at Visitation Catholic Church. Burial will be in Mount Olivet Cemetery.

He was employed 22 years at Kewanee Boiler Works, retiring in 1958 as a foreman. He married Frances Thurwanger in 1917 in Kewanee. She died in 1943. He married Edna Kraus Gleich in 1944 in Kewanee. He was a veteran of World War I.

Survivors include his wife; daughters, Mrs. Arthur (Arlene) Anderson, Crown Point, Mrs. Arthur (Donna) Johnston, Orange, and Dr. Carol Gleich, Washington, D.C.; sons, Warren, Dania, and Daniel, Boise, Idaho; seven grandchildren; nine great grandchildren; a sister, Blanche Thompson, Kewanee; and brothers, Clyde, Yates City, and Orville, Kewanee. He was a veteran World War II and a life member and past commander of the Morrison VFW Post. He also was a member of St. Peter's Lutheran Church, where he had been custodian for the past 18 months. Budget cutters aim at defense WASHINGTON (AP) President Reagan's fiveyear plan for a sharp military buildup, thus far protected from spending cuts, has become the latest target for reductions as the administration strives to meet its goal of balancing the federal budget by 1984. OFFICIAL NOTICE ORDINANCE NO. 81-386 An Ordinance Adopting The 1981 Davenport Municipal Code As Codified By the Book Publishing Company Of Seattle, Washington, Supplemented Or Amended By Various Ordinances Not Included In The Initially Printed Code WHEREAS, Chapter 380 Code of Iowa, 1981, requires the codification and publication of the permanent and general ordinances of municipalities in Section 380.8; and WHEREAS, the Book Publishing Company, Seattle, Washington, has compiled, edited and published a codification of the permanent and general ordinances of the City of Davenport, Iowa; and WHEREAS, there have been filed and there are now on file in the office of the city clerk, for public inspection, copies of a document entitled, "1981 Davenport Municipal BE IT ENACTED by the City Council of the City of Davenport, lowa: Section 1. Adoption. Pursuant to the provisions of Section 380.8, Code of lowa, there is hereby adopted the "1981 Davenport Municipal Code," as compiled, edited and published by Book Publishing Company, Seattle, Washington, as amended and supplemented as described in Section 2. Section 2.

The following ordinances, passed subsequent to Ordinance 80-495, but not included in said initially printed code are also hereby adopted and made a part of the "1981 Davenport Municipal Ordinances 80-554, 80-570, 80-600, 80-603, 80-619, 80-611, 80-674, 80-713, 80-714, 80-744, 80-757, 80-871, 80-965, 80-1004, 80-1008, 80-1034, 80-1045, 80- 1077, 80-1096, 80-1127, 80-1128, 80- 1150, 80-1151, 80-1152, 80-1153, 80- 1200, 81-52, 81-53, 81-97, 81-98, 81-99, 81-159, 81-184, 81-234, 81-235, 81-282, 81-283, 81-335, 81-336, 81-378, 81-379, 81-386, 81-396, 81-429, 81-430, 81-431, 81-432. (b) The following ordinances, adopted prior to May 7, 1980, but not originally submitted to the Book Publishing Company of Seattle, Washington, for insertion in the initially printed code, are also hereby made a part of the "1981 Davenport Municipal Ordinances 79-1269; 80-744. (c) The following ordinances, not originally submitted to the Book Publishing Company of Seattle, Washington, for insertion in the initially printed code are also hereby made a part of the "1981 Davenport Municipal Ordinances 81-A.

Section 3. Title-Citation-Reference. This code shall be known as the "1981 Davenport Municipal and it shall be sufficient to refer to said code as the "1981 Davenport Municipal Code" in any prosecution for the violation of any provision thereof or in any proceeding at law or equity. It shall be sufficient to designate any ordinance adding to, amending, correcting, or repealing all or any part or portion thereof as an addition to, amendment to, correction or repeal of the "1981 Davenport Municipal Code." Further reference may be had to the titles, chapters, sections and subsections of the "1981 Davenport Municipal Code" and such references shall apply to that numbered title, chapter, section or subsection as it appears in the code. Section 4.

Codification authority. This code consists of all the ordinances of the city of Davenport, Iowa, except grade ordinances, bond ordinances, zoning ordinances, ordinances changing the names of streets, ordinances granting a license to railroads to operate tracks in public right of WaY, ordinances adopting the budget, ordinances establishing the amortization period for special assessment projects, and ordinances vacating streets and alleys, codified pursuant to the provisions of Section 380.8 of Chapter 380 of the Code of lowa, 1981. Section 5. Reference applies to all amendments. Whenever a reference is made to this code as the "1981 Davenport Municipal Code" or to any portion thereof, or to any ordinance of the city of Davenport, Iowa, the reference shall apply to all amendments, corrections and additions heretofore, now or hereafter made.

Section 6. Title, chapter and section headings. Title, chapter and section headings contained herein shall not be deemed to govern, limit, modify or in any manner affect the scope, meaning or intent of the provisions of any title, chapter or section hereof. Section 7. Reference to specific ordinances.

The provisions of this code shall not in any manner affect matters of record which refer to, or are otherwise connected with ordinances which are therein specifically designated by number or otherwise and which are included within the code, but such reference shall be construed to apply to the corresponding provisions contained within this code. Section 8. Effect of code on past actions and obligations. Neither the adoption of this code nor the repeal or amendment hereby of any ordinance or part or portion of any ordinance of the city shall in any manner affect the prosecution for violations or ordinances, which violations were committed prior to the effective date hereof, nor be construed as a waiver of any license, fee, or penalty at said effective date due and unpaid under such ordinances, nor be construed as affecting any of the provisions of such ordinances relating to the collection of any such license fee, or penalty, or the penal provisions applicable to any violation thereof, nor to affect the validity of any bond or cash deposit in lieu thereof required to be posted, filed or deposited pursuant to any ordinance and all rights and obligations thereunder appertaining shall continue in full force and effect. Section 9.

Effective date. This code shall become effective June 1, 1981. Section 10. Constitutionality. If any section, subsection, sentence, clause or phrase of this code is for any reason held to be invalid or unconstitutional, such decision shall not affect the validity of the remaining portions of this code.

The Council hereby declares that it would have passed this code, and each section, subsection, sentence, clause and phrase thereof, irrespective of the fact that any one or more sections, subsection, sentences, clauses or phrases had been declared invalid or unconstitutional, and if for any reason this code should be declared invalid or unconstitutional, then the original ordinance or ordinances shall be in full force and effect. First Consideration May 20, 1981. Second Consideration Waived, 1981. Third Consideration Waived, 1981. PASSED APPROVED May 20, 1981.
